1. Our commitment to accessibility

This statement is published voluntarily by Stoian & Partners as part of our commitment to the quality and accessibility of the information we make available to the public.

This website is intended for presentation and informational purposes. It does not allow users to purchase legal services online, make payments or enter into legal assistance agreements online.

We aim to present the information published on this website in a clear and accessible manner and periodically improve the website’s functionality from an accessibility perspective.

2. Accessibility standard

We use the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, as referenced by the European standard EN 301 549, as our accessibility benchmark and, where practicable, also take into account the additional criteria introduced by WCAG 2.2.

3. Compliance status

The site is partially conformant with WCAG 2.1 Level AA, as certain features or content elements remain subject to the limitations described below.

4. Accessibility measures implemented

The website includes, among others, the following measures intended to improve accessibility:

  • Semantic structure. Pages use appropriate navigation landmarks, including the header, main navigation, main content and footer, allowing screen reader users to navigate directly to the relevant sections. Headings follow a logical hierarchy.
  • Page language. The document language attribute automatically changes between Romanian and English together with the content, enabling speech synthesis software to pronounce the text appropriately. The language selector identifies the language of each version.
  • Text contrast. Based on measurements using the website’s colour palette, the primary text has a contrast ratio of 15.35:1, secondary text 7.06:1, links and accent elements 9.73:1, and footer text 11.44:1. These ratios exceed the 4.5:1 threshold required for Level AA and also exceed the 7:1 threshold applicable to Level AAA.
  • Images. Purely decorative elements are identified as such so that they are not unnecessarily announced by screen readers. Content images are provided with alternative text derived from the title of the relevant material.
  • The contact form. Each field has an appropriately associated label, required fields are identified, and confirmation or error messages are announced to assistive technologies and automatically receive focus. If submission fails, the text already entered is retained so that users do not need to enter it again.
  • Reduced motion. Where a user’s system is configured to reduce motion, the website respects this preference and disables appearance animations and smooth scrolling effects.
  • Resizing and zoom. Text is defined using relative units and the page layout is responsive, allowing content to be enlarged without text being cut off or the layout becoming unusable.
  • Interactive elements. The menu button communicates its state (open/closed), the current page is identified within the navigation, and the “back to top” button and map have accessible labels.
  • No traps. The website does not contain flashing content, automatically play audio, impose time limits or open unexpected windows.

5. Known accessibility limitations

The following known limitations have been identified, together with the relevant WCAG criteria:

  • The website does not yet include a dedicated “Skip to content” link. Users navigating by keyboard must move through the main navigation on each page before reaching the main content. (Criterion 2.4.1, Bypass Blocks, Level A.)
  • The focus indicator is not uniform across all elements. In form fields, the browser’s default outline is replaced by a change in border colour, which is less prominent than a dedicated outline. Links and buttons retain the browser’s default focus indicator, which varies between browsers. (Criterion 2.4.7, Focus Visible, Level AA.)
  • Certain graphical elements or small secondary text do not achieve the intended contrast level in all instances. (Criterion 1.4.3, Contrast (Minimum), Level AA.)
  • The menu on smaller screens does not close using the Escape key and does not explicitly move focus when opened or closed. Links remain accessible by keyboard, although keyboard navigation is less efficient than intended.
  • Document previews in the “Spotlights” section. The pages of attached documents are displayed as images, with a minimal text alternative (“Page 1”, “Page 2”) that does not convey their content. (Criteria 1.1.1 — Non-text Content, Level A, and 1.4.5 — Images of Text, Level AA.) Alternative available: the original document can be downloaded from the same page and has a real text layer — it is not a scan — so it can be read by a screen reader. We cannot, however, guarantee that documents originating from official sources are structured in accordance with the PDF/UA standard.
  • The map on the “Speak” page is provided by a third party and its accessibility is outside our direct control. Available alternative: the full address is provided as text both on the contact page and in the footer of each page.
  • Certain third-party components, including the map and anti-spam verification system, are outside our direct control from an accessibility perspective.

Where a third-party feature presents accessibility limitations, we aim to provide an alternative means of accessing the relevant information or service.

6. Accessibility assessment

The accessibility of this website has been assessed internally through technical checks covering page structure, navigation, contrast, forms, interactive elements and the website’s behaviour in relation to certain user accessibility settings.

This assessment does not constitute an independent certification of compliance and does not replace testing by users of different assistive technologies.
